Bedlis Hîzan District Municipality Co-Mayor İhsan Uğurlu, who was dismissed and replaced by a trustee, was detained on December 14, 2016. Uğur, who was sentenced to 10 years in prison for "being a member of a terrorist organization" and "making propaganda for a terrorist organization", was transferred to Diyarbakır High Security Prison No. 2 after spending time in Bedlîs, Xarpêt and Amed prisons. Uğurlu, who was detained in prisons for 7 years and 6 months, was released from Diyarbakır High Security Prison No. 2, where he was held.
Uğur was welcomed with applause and chants upon his release from prison by his family, DEM Party Amed Provincial Co-chair Pınar Sakık Tekin, party members who were arrested with İhsan Uğur in 2016, and members and managers of the Federation of Legal and Solidarity Associations of MED Prisoners and Convict Families (MED TUHAD FED).

Pointing to the "boycott" actions initiated by the prisoners in prison to demand the physical freedom of PKK Leader Abdullah Öcalan, Uğur said: "Our friends continue their actions with great will and determination and will continue until they reach their goals. All our prisoner friends had many greetings to all our people, especially our patriotic families. We have gone through very difficult times with all our people so far, we hope that these days will pass as soon as possible. All our people will achieve their wishes and struggles as soon as possible, and our people, our companions, and our institutions should not give up their hopes and struggles in this regard."
